Alcoholism is an addiction that can’t be managed by anything other than treating the addiction. Even if the royalties are paid at the communities they will head to a major centre to spend it.
If the government can’t deal with the problem, then they need to allow citizens to do it. Introduce Castle Law.

Easier still, the public purse with regard to Centrelink payments, should be strictly controlled to ensure non- essentials cannot be purchased. Now that’s a government, the people exercising a duty of care!
