NT Government to introduce more restrictions for learner motorcyclists

The NT Government is proposing a new graduated licensing system for Territory motorcyclists that will see more “restrictions and conditions” imposed before a full licence is granted after riders reach certain “milestones”.

The government said the new graduated licensing system will improve road safety and reduce injuries and fatalities on Territory roads.

The proposal, which is open for Territorians to comment on until August 22, outlines a new procedure that will see motorcycle license applicants go through a staged certification process passing through an initial rider license phase, graduating to a provisional rider license and finally onto a full/open motorcycle licence.

It was unclear how long it would take to achieve the full licence.

The proposal is still under consideration by the government.

Transport and Civil Services general manager Scott Lusted said road crashes have a long-term distressing effect on families and that motorcyclists account for a significant proportion of serious injuries and fatalities on Territory roads.

“We have developed a position paper presenting a proposed model for a graduated licensing system for motorcyclists which is aligned with the Northern Territory Towards Zero Road Safety Action Plan,” Mr Lusted said. “The intent is to reduce the risk of crashes among novice riders by imposing restrictions or conditions until they have more experience.

“We’re seeking community and stakeholder feedback via haveyoursay.nt.gov.au to assist in determining a final position for Government to consider.”
