PROMIS recorded every job police went to whether action was taken or not. That provided a true picture of what was happening, because not every victim provides a statement for police to prosecute on. SerPro only records what police take action on. If a victim doesn’t want to go through court, that job is finalised and not recorded in SerPro. So the stats are definitely skewed after 2023 introduction of SerPro.
