Shots fired on Trower Road during major arrest of fugitive

A fugitive who evaded NT Police for more than 24 hours was arrested in spectacular fashion on Trower Road this afternoon with police shooting at his car with a shotgun which then led to the man dousing himself in fuel and hiding in his vehicle before police smashed out the back window with fire extinguishers to arrest him.

The incident occurred after 2pm on Wednesday afternoon near the Frances Street intersection in Millner.

Assistant Commissioner Peter Malley said at a press conference that the suspect, later identified as Frank William Ingram, had fled police on Tuesday when they attempted to arrest him in Karama, reversing his vehicle at police, striking an officer but not causing serious injury.

Mr Malley said Ingram was wanted for breach of parole.

“He was identified, and look, he’s a guy who has a very violent history, and we know him very well,” Mr Malley said.

“He was the fellow that you would have seen on the media a while ago in Hungry Jack’s [in 2023], where the plainclothes police officer was standing on the bonnet with the shotgun pointed at him.”

Mr Malley added Ingram was not on parole for very long before police started looking for him for the alleged breach, but that he had successfully evaded them on Tuesday.

The Fugitive Task Force, TRG and surveillance teams this morning located him and placed him under surveillance “for a number of hours, on and off”.

Police said Ingram, who they described as a “violent criminal”, was observed driving “quite dangerously” around the northern suburbs while under police surveillance.

Mr Malley said police decided to tactically disable his vehicle by ramming it while on Trower Road.

“One of the tactical response guys went forward and with a 12-gauge shotgun, put a shot into one of the front tyres to further disable the vehicle,” he said.

“From there, this man jumped into the back seat of the car and doused himself with fuel, and we negotiated with him for around about 15 minutes.

“We then went forward, and with fire extinguishers as well, we caved in the back window of the vehicle and pulled him out. He suffered no serious injuries.

“He’s a violent criminal. In terms of being armed, we didn’t believe he was armed, but then you never know, so we were just prepared for whatever he would do.”

Ingram has been taken to hospital for examination and is expected to be charged with further offences related to the two resisting arrest incidents.

“So, he will be charged with further offences, put before the courts, and we have his return-to-prison warrant,” Mr Malley said.

“Hopefully, he doesn’t get paroled too quickly this time.”
