Education Minister Jo Hersey not only took a white car chauffeur service to Casuarina as she claimed on Monday, but also used the VIP car service to attend the casino, a Darwin Greek restaurant, a health clinic and the botanic gardens in a two-month span, newly reported government records revealed by ABC Darwin show, with the Minister now claiming all the trips were “work trips”.
She earlier claimed that using the white car VIP service only cost $1.50 to go from Parliament House to Casuarina, but then said she was seeking “clarification” of the guidelines for use, which the government refuses to release.
New details emerge on an almost daily basis into politicians’ use of the taxpayer-funded white car service, which is intended for ministers, the Opposition Leader and the Speaker to attend official government events, but attracted controversy last week when Opposition Leader Selena Uibo was caught misusing the service for personal trips and pledged to repay Territorians.
It was later revealed Ms Uibo had used the car service to attend dinners at two Darwin restaurants and for her 40th birthday celebration, as well as to attend medical appointments, which she acknowledged were “inappropriate [trips] and should not have occurred”.
Ms Hersey was asked about her own personal use of the chauffeured cars on Monday, claiming she only took one personal trip to Casuarina for undisclosed reasons, and said she later caught a bus back to the city, but refused to apologise or reimburse taxpayers for the trip, adding “that’s the end” of the matter.
But the ABC, which obtained car use logs for February and March of this year under FOI laws, revealed on Wednesday that Ms Hersey also used the car to go to the Mindil Beach Casino one evening in February, as well as to a Telstra store, a Darwin Greek restaurant, the Darwin Botanic Gardens, the Museum and a health clinic.
Ms Hersey was asked about the newly released trips at a press conference in Katherine on Wednesday.
“I answered the questions on Monday around this, we’re not going to go into detail of every trip that I’ve done, but suffice to say, the work trips that um, I, they’re work trips,” she said.
She was also asked why the Finocchiaro Government won’t release the guidelines for use of the car service.
“There are guidelines, yes, there is,” she said. “But I’ve said all that there is to say on the matter.”
Ms Hersey originally implied on Monday that she sought approval from the Remuneration Tribunal for using the car service, but the tribunal does not manage the car service, which is run through the protocol unit of the Department of Chief Minister and Cabinet.
Ms Hersey’s and Ms Finocchiaro’s offices did not respond to the NT Independent’s questions and request for comment on Monday, Tuesday and Wednesday.
Ms Hersey claimed on Mix 104.9 on Monday that she “sought clarification around those guidelines” involving use of the chauffeur car service “so we all know exactly what those guidelines are”.
She later claimed that while she could have charged taxpayers $30 for a cab or Uber to go to Casuarina for personal reasons, using the white car chauffeur service only cost $1.50.
“Casuarina is 14 kilometres (from Parliament House) and the kilometre rate worked out to be $1.50 of fuel,” she said, without explaining that calculation further.
“As I said, we have asked for clarification moving forward of what those guidelines are, just to, you know, maybe clear up some of those blurred lines.”
Her office later declined to explain what offical business Ms Hersey had at the casino on the day she used the car service.
