They were supported by Darwin legacy media NT News Editor Matt Williams, ABC Radio Adam Steer, Mix Radio 104.9 Katie Woolfs, Channel 9 Kathleen Gozzola, all part of the tax-payer funded establishment. Australia needs NUREMBURG Trials 2.0 to hold them accountable for once.
I do not respond here to contribute to the debate on whether specific individuals should be held accountable for the project failings to date. However, I can understand why the government is taking its time to respond to the recommendations proposed by the PAC inquiry report. There are no easy options for the future of the project. Recommendation 2a) is the significant one for me: The Committee recommends that strict cost controls are implemented whereby any additional funding is subject to an independently prepared business case that: (a) is developed following rigorous clinical engagement
This requires those responsible to effectively revisit the goals of how best to replace the existing legacy systems and to clearly define what the end-state of the program needs to be. To be short and succinct, can the NT Health business/clinical enterprise (ecosystem), that is their service delivery models, clinical pathways, etc., be retained and expect the implementation of a modern health information system to support them? If the answer is “No”, then what will be the impact to those business/clinical practices be? If the answer is “Yes”, then is there an existing solution that has the best fit and the best architecture to be further enhanced to meet the customisation needed? Irrespective of what the answer is here now, the business case will need to also take into account all the other recommendations around adopting new program management methodologies, governance practices, etc. Others, like Andre Snoxall have well articulated what is required here to be more successful than the current Acacia project, and NT Health has to be better represented in the ongoing decision-making process. This is unfortunately not going to be a cheap exercise if it is to be done properly. The government has the unenviable task of determining where the funding will come from. I believe that Treasury has created a new role to create investment priorities and a long-term healthcare master plan to guide projects just like this over the coming decade!
Until we genuinely raise the standards in the Northern Territory to deal with substandardness governance and stamp out excessive secrecy and we significantly enhance transparency, the Northern Territory will not succeed and reach its potential.
The aim by our Senior Executives in the NT Public Service and our NT Politicians seeking to achieve the aim of having ignorance prevail, is not bliss, it causes substandardness and a society that will not achieve excellence.
