Such crimes will continue to be commonplace until the following measures are adopted:
Mandatory custodial sentences for unprovoked assaults.
Close down prisons for non-remand prisoners and transfer these to work camps for the removal of noxious weeds, including Gamba, Mission, Mimosa Pigra, and Water Hyacinth.
Pay award wages to prisoners, and after nutrient and accommodation costs are deducted, monies owed held in trust, to enable them to re-establish their lives under supervision, upon release. For many prisoners this will be their first experience of employment and their first step away from welfare dependency.
Draft a law punishing child neglect, and grooming of juvenile criminals, which target parents and other adults who fail to parent children to community standards; such standards identified by voluntary community advisory councils of mature citizens.
Ensure Aboriginal parents understand that if their children no longer have access to nurturing uncles, aunties, and grandparents, the role falls to them. This is almost always the case when families move to mainstream towns and is the cause of Aboriginal juvenile crime.
In traditional Aboriginal communities, recognise Aboriginal Law. Western law has failed and experience shows traditional law invariably succeeds.
Sack community liaison personnel who cannot demonstrate linguistic proficiency and cultural compatibility. The thousands of frauds whose only qualification is a sun tan should be prosecuted for collecting salaries under false pretences.
All government personnel associated with failed programmes should be shed. They will never magically become competent.
