Territory Alliance releases ‘Aboriginal prosperity policy’, calls for voice to NT Parliament

Territory Alliance leader Terry Mills says if his party forms the next government, they will create a treaty with Aboriginal people, provide them a ‘voice’ to NT Parliament and also look at private sector investment in building Indigenous houses.

Mr Mills made the promise in his ‘Aboriginal prosperity and rights policy’, launched on Tuesday morning.

The policy was expansive across governance, economic development, housing, health, education and training, youth justice, landcare, and power and water supply issues, however there were no costs put to any of the initiatives.

Mr Mills said that in the first 100 days of government, Territory Alliance would establish a Chief Minister’s Aboriginal reference group to advise on all Aboriginal policy.

He said the reference group would also advise how a ‘voice to Parliament’ in the Northern Territory Legislative Assembly would work, as proposed by Indigenous representatives in the Uluru Statement for federal parliament.

“We will use this consultative approach to provide advice to the Commonwealth Government on the genuine aspirations of Aboriginal Territorians regarding the establishment of a national voice, constitutional change and healthy Indigenous futures,” he said.

Mr Mills said the NT would ask the Commonwealth Government to create a joint Indigenous affairs agency with the Territory Government, that would be advised by representatives from local councils, regional authorities, Aboriginal organisations and individual leaders.

How this worked would be developed in consultation with the Aboriginal Peak Organisations of the Northern Territory.

Territory Alliance pledged to work with traditional owners and other Indigenous groups to create a “prospectus” of economic development through an Aboriginal Chamber of Commerce, among a host of initiatives.

These would include working with the Commonwealth Government and Aboriginal claimants to resolve native title claims including compensation claims.

Mr Mills said there would be a community justice system established with “consequences” after a first offence as well as boot camps, restorative community justice programs as well as expanding community sentencing, work camps and regional and remote community parole options.

They would also implement the “necessary and sensible” recommendations of the Youth Justice Royal Commission.

Community housing reference groups would be created to oversee the design and building of remote housing and Mr Mills said the government would work with peak organisations and local leaders and communities to look at social housing and private sector investment in housing. 

Tenancy and maintenance management would be done in community and there would be Indigenous procurement policies and guidelines to create local jobs.

A Territory Alliance government would also transfer all remote government clinics to an Aboriginal Medical Services organisation if the community wanted that.

They also pledged to develop a bi-lingual and multi-lingual school curriculum.
