Darwin Council lawyers have written to the Fyles Government asking it to declare that a heritage nomination that would see the Darwin Esplanade declared a heritage site had lapsed and to have the minister revoke a provisional heritage declaration, saying both the Heritage Council and the minister failed to follow the required process.
